Nigeria: Increased security around sensitive sites nationwide to prevent criminal attacks as of Aug. 16 /update 1

Event

The Nigerian Police Force issued a statement Aug. 15 indicating that it was heightened security measures around several sites nationwide, including schools, hospitals, and critical infrastructure, to prevent criminal attacks. Officials further elaborated that security forces will be specifically deployed near strategic locations, routes, and communities.

Increased security measures, including additional patrols, checkpoints, as well as searches of vehicles and pedestrians, are more likely in urban centers at entry and exit points. A heightened security presence is also likely near strategic sites such as government, military, and diplomatic facilities, and potential targets, including main avenues, local markets, religious sites, public squares, and transport hubs. Such measures will likely result in localized business and transport disruptions.

Context

The elevated security posture comes amid an uptick of attacks across the country attributed to militant or criminal groups raising concerns over impending assaults within key cities, such as Lagos and Abuja. In recent months, armed assailants have carried out high-profile attacks against several key sites. Some noteworthy incidents are listed below:

• Assailants attacked a prison in Kuje, Federal Capital Territory (FCT), late July 5 releasing hundreds of inmates. Reports initially attributed the attack to criminals, however, the Islamic State West Africa Province (ISWAP) later claimed responsibility.

• On March 28, assistants immobilized a Kaduna-bound train along the Abuja-Kaduna route by planting a bomb on the track. The attack left at least nine individuals dead, while dozens of people were kidnapped. The route remains suspended as of Aug. 16.

• On March 26, bandits attacked Kaduna International Airport (KAD), killing at least one security guard before security forces repelled the assault.

Given the widespread insecurity across the country, it remains to be seen whether such measures can thwart criminal attacks in the short term.

Anticipate an increased security presence nationwide, particularly in urban centers in the near term. Exercise increased vigilance. If possible, avoid crowded areas, including bars, pubs, public squares, bus stations, military installations, and other sensitive areas with a substantial security presence. Remain courteous and cooperative if approached and questioned by security personnel.
