Supply shortages are occurring in An Giang, Dong Thap, Dong Nai, and Tien Giang provinces as well as Ho Chi Minh City. Hundreds of gas stations and other fuel retailers have either closed or reduced distribution, with additional gas stations likely to follow in the short term. Increased demand is likely at stations still selling fuel; service delays are probable. Public transportation services may be affected.

Related protests are possible if higher fuel prices and shortages persist. The largest gatherings are likely to occur in major impacted cities and towns, such as Ho Chi Minh City; protesters may gather near government buildings, public squares, and major roadways, causing localized transport disruptions. Police will likely monitor any protests that may materialize and attempt to disperse them if they become disruptive. Clashes between protesters and police are possible.
