Authorities have intensified security in Tokyo for the state funeral of former Prime Minister Shinzo Abe Sept. 27. The funeral will take place at Nippon Budokan arena 14:00-17:00. More than 700 foreign dignitaries, including several government leaders, will attend the memorial. The public can offer condolences at nearby Kudanzaka Park, and thousands of people are likely to visit the site through the day.

More than 20,000 police have deployed throughout the capital to ensure security; noticeable concentrations of security personnel are likely at train stations, tourist sites, and near the funeral venues in Chiyoda City. Officials have closed roads, including Yasukuni, Uchibori, and Daikancho streets; temporary road closures are likely in other areas of Tokyo as Abe's remains are transferred from his home to Nippon Budokan. Localized transport disruptions are likely. Authorities will close Metropolitan Expressway 12:00-21:00 to facilitate the movement of guests, potentially increasing congestion on alternative routes.

A 46-km (28-mile) restricted flight zone is in place around Nippon Budokan through Sept. 28. While the restriction does not apply to commercial flights at Haneda International (HND) and Narita International (NRT) airports, minor flight disruptions may occur, especially at HND, as foreign leaders arrive and depart Tokyo.

Activists opposed to the government's decision to hold a state funeral plan to protest outside the National Diet building beginning at 14:00 the same day; the gathering will likely attract thousands of participants. Smaller rallies are possible near significant railway stations, Hibiya Park, the Shinjuku area, and prominent public squares and landmarks. Demonstrations are also possible outside Nippon Budokan, though heightened security measures may deter a large gathering. Violence is unlikely, but minor skirmishes between protesters and police cannot be ruled out. Protests could exacerbate localized transport disruptions.
