Authorities will hold a state funeral for former Prime Minister Shinzo Abe at Nippon Budokan arena in Chiyoda City, Tokyo, Sept. 27. Around 190 foreign dignitaries and state leaders will attend the gathering.

Activists opposed to the government's decision to hold a state funeral plan to protest outside the National Diet building beginning at 14:00 the same day; the gathering will likely attract thousands of participants. Smaller rallies are possible near major railway stations, Hibiya Park, the Shinjuku area, and prominent public squares and landmarks. Demonstration are also possible outside Nippon Budokan, though heightened security measures may deter a large gathering. Violence is unlikely, but minor skirmishes between protesters and police cannot be ruled out.

Officials will tighten security ahead of the memorial service. Authorities will probably close roadways near the arena and may conduct security checks on vehicles and individuals in the days ahead of the funeral. Localized transport disruptions are likely due to security measures and protest activity, especially if activists march on roadways or near railway stations. Officials will establish a 46-km (28-mile) restricted flight zone around Nippon Budokan Sept. 26-28. While the restriction will not apply to commercial flights at Haneda International Airport (HND) and Narita International Airport (NRT), minor flight disruptions may occur, especially at HND, as foreign leaders arrive and depart Tokyo.
