Further protests over proposed constitutional changes are possible through at least mid-November in Bangui following demonstrations in the capital Oct. 22. Supporters of the government rallied in Bangui in support of proposed constitutional changes, which would allow President Faustin Archange Touadera to extend his term limit. Supporters asked Touadera to organize a related referendum within 30 days. Counter protests are possible in the coming weeks as opposition political activists from the Bloc Republicain pour la defense de la Constitution (BRDC) have staged several protests in recent months in the capital to denounce the proposed constitutional changes.

Heightened security measures are likely near any gathering that materializes. Clashes between protesters and security forces are possible, should participants become disruptive and ignore orders to disperse; protests by opposition groups carry a higher threat of violence. Clashes between supporters of opposing parties are also possible. Localized business and transportation disruptions are likely during protests.

Context

In late August, Touadera issued a decree creating a committee to draft a new constitution. On Sept. 23, the Constitutional Court annulled the decree after a referral from the opposition. Since then, government authorities have announced that the president of the court, Daniele Darlan, should not be allowed to sit at the court, prompting tensions.
