Chad: Tight security, additional protests likely nationwide through at least late October following recent violent demonstrations /update 1

Heightened security and further civil unrest are likely across Chad over the coming days following violent protests on Oct. 20 which left dozens of people dead and hundreds injured. Chadian authorities have responded by enacting an 18:00-06:00 curfew in the cities of N'Djamena, Moundou, Doba, Koumra, and Sarh until further notice; the government plans to keep the measure in place until order is fully restored. Security personnel are reportedly deployed at all roundabouts in the nation's capital. Authorities are likely to maintain a heightened nationwide security posture through at least the end of October.

Authorities will almost certainly deploy very tight security around any future demonstrations that may materialize; additional violence cannot be ruled out during any such gatherings. Further security measures may be imposed if protests continue; these may include restrictions on movement, a ban on public gatherings or activities, checkpoints, road closures, and the expansion of existing curfews. Such measures could go into effect or change with little to no warning. Localized transport and business disruptions are likely.

Context

Several activist groups including Les Transformateurs and Socialist Party Without Borders (PSF) held nationwide demonstrations Oct. 20 to denounce the extension of the transitional government by an additional 24-months under President Mahamat Idriss Deby, demand a return to democratic civilian rule, and press for the withdrawal of French military forces from the country.

Demonstrations turned violent predominantly in N'Djamena and Moundou, resulting in at least 60 fatalities and 300 injuries. Rioters also engage in acts of vandalism and arson, as well as blocking roads, while security personnel reportedly resorted to the use of tear gas and live ammunition. Recent actions by oppositionists have escalated tensions in N'Djamena, prompting security forces to respond with force and mass arrests. Anti-government demonstrations are unlikely to abate any time soon; numerous activist groups remain defiant despite an existing government-imposed ban on protest activity.

Avoid all demonstrations and heed the instructions of local authorities. Monitor local media and consult with trusted sources on updated information on any protests or enhanced security measures. Keep away from areas where crowds appear to be forming or security personnel are deploying. If clashes erupt nearby, exit the area immediately; if unable to do so, take refuge in a secure non-governmental building.
