DRC: Protests and strikes are likely in northern parts of North Kivu through mid-October

Protests and strikes are likely in northern parts of North Kivu, DRC, through mid-October.

Warning

Event

Protests and strikes will likely persist in parts of North Kivu through mid-October. Protests in response to the killing of a resident in the north of the city in early October by the security forces sparked protests and clashes between police and demonstrators in Butembo Oct. 7 and 8. Local motorcycle taxi drivers have also reportedly embarked on an indefinite strike in the city in response to the killing. Protesters are likely to continue to gather to denounce the killing. The Butembo city center, government and security force buildings, and major road routes are likely gathering points.

In a separate development, traders in Beni, Butembo, and Lubero have called for a strike Oct. 10-17. The are demanding the government address persistent insecurity in the North Kivu Province. Associated protests are also likely. Strike participants could march along major road routes or gather near prominent government buildings.

Security forces will almost certainly deploy to all protest sites. Clashes between protesters and security forces are likely if demonstrators ignore police orders to disperse or are overly disruptive. Disruptions from strike action will likely impact business operations in all three affected locations. Disruptions to public transport may also occur in response to protests or strike action by vehicle operators.

Advice

Avoid all protests. Reconfirm all business appointments. Heed the instructions of local officials. Reconfirm the status of routes before departure. Consult local security partners on the viability of traveling in North Kivu. Travel in convoy and during daylight hours only. Maintain contact with diplomatic missions.
