CAR: Heightened security likely in Vakaga Prefecture through late November following increased rebel activity

Heightened security measures are likely through at least late November in the northern Vakaga Prefecture following increased rebel activity in the area. Members of the Coalition des Patriotes pour le Changement (CPC) rebel group have recently reportedly reinforced their presence in the area, especially in Ouandja locality, located some 100 km (62 mi) from Birao. CPC rebels are suspected of being behind the kidnapping of three people - two UN workers and one administrative employee - near Djifa Nov. 11.

Authorities may implement increased security measures in the area if the security situation escalates. Movement restriction measures, including checkpoints and specific curfew hours, are likely. As a reminder, a nationwide 00:01-05:00 curfew is in place nationwide. Armed attacks from rebel groups present in the area are likely in the near term.

Context

A civil war has been ongoing in CAR since 2013. Despite ongoing reconciliation efforts and peace talks, rebel groups continue to pose a threat throughout the country. The security situation will likely remain volatile in the near term. Most western governments advise against all travel across the country.
