Authorities are likely to maintain heightened security measures in Shillong and other locations in Meghalaya State over the coming days after protest activity and clashes in the city injured at least seven people late Nov. 24. Demonstrations and clashes have occurred in the state since an armed altercation left six people dead in Mukroh village, near the Assam-Meghalaya border, Nov. 22; the fighting reportedly broke out after Assam Forest Department personnel intercepted a truck that was allegedly carrying timber that was felled illegally.

Further protest activity is planned over the short term. Various organizations are planning to stage a "non-cooperation movement" across several hill districts Nov. 25, and the Hynniewtrep Integrated Territorial Council (HITO) has announced plans for a peaceful procession in Shillong from Madan Iewrynghep to Assam House in the Dhanketi area Nov. 26; a candlelight vigil is scheduled at Assam House after the march. Activists are likely to organize additional gatherings and demonstrations over the coming days. Rallies are most likely at border posts, major intersections, public squares, and outside government buildings. Activists may call for shutdown strikes in border districts, as well as highway blockades along routes to Assam State.

In response to the unrest, officials in Meghalaya State have suspended mobile internet and data services in the districts of West Jaintia Hills, East Jaintia Hills, East Khasi Hills, Ri-Bhoi, Eastern West Khasi Hills, West Khasi Hills, and South West Khasi Hills until at least 10:30 Nov. 26. Additionally, officials in Assam State have implemented restrictions on vehicle travel to Meghalaya State, requesting that motorists refrain from entering Meghalaya from Assam with Assam-registered cars; commercial vehicles are not subject to the restrictions. Authorities may extend or amend restrictions on short notice depending on protest activity. Enhanced security measures, such as mass arrests, gathering bans, and further temporary curbs on telecommunications services and public movement, are possible if significant violence occurs.

Security personnel will likely monitor any related demonstrations and may forcibly disperse disruptive gatherings. Protesters may clash with police and/or rival groups, engage in arson and vandalism, and erect roadblocks. Transport and business disruptions remain likely in protest-affected areas and locations subject to heightened security measures.

Avoid all protests and roadblocks due to possible violence. If clashes break out, leave the area immediately. Allow additional travel time near protests; seek alternative routes to avoid the interstate border between Assam and Meghalaya states as a precaution. Confirm business appointments, deliveries, and transport services in the region. Heed all security and traffic advisories.
