India: Power company employees likely to continue indefinite strike, demonstrations across Uttar Pradesh State through at least early December

Strike and protests by power company employees in Uttar Pradesh, India, likely to continue through at least early December.

Warning

Event

Unionized employees of the Uttar Pradesh Power Corporation Limited (UPPCL) and other electrical power companies in the state will likely continue their ongoing indefinite strike and protest campaign through at least early December. The purpose of the action is to press the state government into intervening to improve working conditions, among other things. The walkout began Nov. 29 and includes thousands of workers in the electrical power sector. Although strike participants are currently working in rotational shifts in order to minimize the labor action's impact on the general public, power supply disruptions could occur if workers escalate the strike.

Strike-related demonstrations are likely in the near term, especially near utility company offices and government facilities, as well as at prominent public squares and roadways. Gathering sizes will probably vary by location, with the largest turnouts occurring in cities such as Agra, Kanpur, Lucknow, and Varanasi. Authorities will likely monitor any demonstrations and may attempt to disperse especially disruptive gatherings. Clashes between strike participants and police cannot be ruled out. Localized transport disruptions are likely as demonstrating workers may block or march along roadways.

Disruptions to business and telecommunications, including cellular and mobile services, may occur. Power outages could result in the temporary unavailability of essential services, such as ATMs and gas stations. Blackouts could adversely affect security protocols, including alarm systems and electronic fences; opportunistic criminal activity could increase during electricity outages.

Advice

Avoid any demonstrations as a standard security precaution. If violence breaks out, immediately depart the area and seek shelter at a safe, nongovernmental building. Confirm business appointments. Exercise caution if operating in areas potentially impacted by power outages. Charge all communication and portable electronic devices when possible. Unplug electronic equipment that is not connected to surge protectors. Verify that security systems are working, including after power resumes. Ensure that generators are functional and fully fueled. Heed all official security and transport advisories.
