A US national was shot and killed in Baghdad's Karrada District, Nov. 7, during what authorities believe was an attempted kidnapping. The victim, who was reportedly employed by an international aid agency as an English teacher, was driving near his home at the time of the incident. According to preliminary information, the victim had been residing in the Iraqi capital since May. No group has as yet claimed responsibility for the attack.

Increased security and localized transport disruptions are likely over the coming hours and days as police attempt to locate and apprehend the perpetrators. Clashes between security forces and the assailants cannot be ruled out.

Militants, militias, and criminals alike attempt to engage in the abductions of foreign nationals. Motives range from ideology to profit. Kidnappers can dress as members of the Iraqi Security Forces. Foreigners are considered prime targets by many kidnappers because of their higher ransom yields or the symbolic consequence of kidnapping and publicly executing a foreigner as a warning to foreign states. Shi'a militias are likely to kidnap nationals of countries deemed as hostile to Iranian and Shi'a militias' interests.
