Increased security likely through at least mid-November in Ado LGA, Benue State, Nigeria, following bouts of communal violence Nov. 7-9.

Warning

Event

Increased security is likely in the Ado Local Government Area (LGA) of Benue State through at least mid-November after communal violence Nov. 7-9 left up to 30 people dead. Reports suggest that armed militias from neighboring Ebonyi State entered the Ado LGA and attacked local communities in the area. Widespread property damage has also been reported.

Officials could impose movement restrictions, such as roadblocks and curfews, in areas where further violence is most likely. Locals may stage protests to denounce the perceived government’s inaction to stem the violence.

Context

The exact reason for the violence is unclear, though is likely related to the alleged desecration of a local shrine in Ebonyi State. More generally, however, communal violence in Benue primarily stems from disputes over land use and water rights between agricultural-based communities and nomadic pastoral herders, and smaller localized incidents like the shrine desecration can spark significant violence. The problem has persisted, defying attempts at resolution. Such violence is a frequent occurrence in Benue State, with clashes having resulted in numerous fatalities over recent years. While violence is unlikely to target foreign travelers, the incidental threat remains.

Advice

Consider deferring travel to areas of Benue State where communal violence is known to occur frequently. If such travel is unavoidable, exercise extreme caution. Refrain from traveling at night. Heed instructions issued by local authorities. Maintain contact with diplomatic representations.
