Activists affiliated with the Haq Do Tehreek Balochistan movement have threatened to block the entrance of Gwadar Port, Gwadar East Bay Expressway, and other China-Pakistan Economic Corridor (CPEC) projects in Gwadar, Balochistan Province, as of Nov. 15. Organizers are demanding the provincial government's implementation of a 2021 agreement by Nov. 20; some demands include banning illegal fishing activity and removing alleged redundant security checkpoints.

As of Nov. 15, activists continue to hold sporadic demonstrations of varying sizes and types in Gwadar District. Additional marches, road blockades, and sit-ins are possible across Gwadar, especially near prominent local government buildings, public squares, and thoroughfares. The largest gatherings could draw up to a few thousand participants.

Authorities will almost certainly maintain a heightened posture near Gwadar Port and CPEC-related sites if the blockades materialize. Localized transport and delivery disruptions are likely. Maritime freight disruptions may occur, particularly in the event of a prolonged demonstration. Clashes between demonstrators and security personnel are possible. Enhanced security measures, such as road barricades blocking protestor movement towards Gwadar Port, as well as temporary controls on public movement and internet services, cannot be ruled out.

Avoid Gwadar Port and nearby areas if the action occurs due to possible clashes. If violence breaks out nearby, leave the area immediately and seek shelter at a safe, nongovernmental building. Confirm all transport and commercial reservations in advance. Do not route shipments through affected terminals without verifying onward transport. Use alternative shipping methods for time-sensitive freight. Follow all security personnel instructions. Plan for localized transport disruptions, especially near Gwadar Port and Gwadar East Bay Expressway.
