Senegal: Increased security measures reported in Dakar ahead of high-profile court hearing Nov. 3

Heightened security implemented in Dakar, Senegal, ahead of high-profile court hearing Nov. 3; demonstrations, traffic disruptions possible.

Warning

Event

Senegalese authorities have implemented heightened security measures in Dakar ahead of a high-profile court hearing involving opposition leader Ousmane Sonko Nov. 3. Sonko, head of the African Patriots of Senegal for Work, Ethics and Fraternity (PASTEF) party, is accused of raping an employee of a beauty salon; he has claimed that the case is a "plot" orchestrated by President Macky Sall to sideline the political opposition.

While Sonko has called on his supporters to remain calm and refrain from demonstrating amid the court hearing, opposition activists may still organize rallies in Dakar before, during, or immediately after the proceedings. Security forces will almost certainly deploy to any large gatherings that materialize. Localized traffic disruptions are likely near demonstrations. Clashes between demonstrators and police are possible, especially if activists fail to heed orders to disperse. Acts of looting and vandalism cannot be ruled out.

Context

Sonko's legal and political challenges have previously prompted deadly violence in Senegal. His arrest and indictment in March 2021 on rape charges triggered riots, vandalism, and looting that left around a dozen people dead. Moreover, clashes broke out in June 2022 after authorities invalidated his candidate list for the July legislative elections, resulting in several deaths.

Advice

As a precaution, avoid any demonstrations that materialize. Plan for traffic disruptions and allow additional time to reach nearby destinations. Leave the area at the first sign of any security disturbance and take shelter in a secure, nongovernmental building. Monitor local media for updated information. Heed all official security and traffic advisories.
