Ukrainian officials have reported Russian missile attacks targeting multiple major urban centers, including Kyiv, Lviv, and Odesa, Nov. 23. Energy and infrastructure facilities have reportedly been struck in Kyiv, Odesa, Lviv, Kharkiv, Khmelnytskyi, Kremenchuk, and Vinnytsia; power outages have been reported in each of these cities, as well as in Yavoriv and Chervonograd in Lviv Region. Widespread power outages have also been reported throughout the Cherkasy, Zhytomyr, and Vinnytsia regions.

Russian missiles struck multiple sites in Kyiv, including a residential building and targets in the Vyshgorod area; at least three deaths and six injuries have been reported. Water service disruptions are ongoing throughout Kyiv. Rail services in multiple regions have been suspended due to power outages, including in the Kharkiv, Kyiv, Dnipro, Mykolaiv, Sumy, and Vinnytsia regions.

Air-raid alerts remain in place throughout much of the country; authorities state there is a high threat of additional Russian aerial attacks. Emergency services will respond to the incidents once air-raid alarms have ceased. Heightened security will be deployed, and travel and business disruptions are likely to continue.

Avoid travel to active conflict zones in the Kharkiv, Luhansk, Donetsk, Zaporizhzhia, and Kherson regions of Ukraine; consider leaving these areas by available ground transport if safe to do so. Exercise extreme caution if operating anywhere in Ukraine. Shelter in place if there is fighting or airstrikes in the area. Stay away from windows and exterior walls if officials report incoming rocket or artillery fire. Follow the instructions of local security personnel, especially when instructed to seek refuge in air raid shelters. Maintain contact with diplomatic representations. Due to the threat of unexploded ordnance, avoid off-road travel. Travel on well-used routes only. Do not approach suspected unexploded ordnance. In areas previously occupied by Russian forces, be aware of booby traps.
