Police services in Nairobi released a communique Dec. 13 warning about the potential for an attack from Al-Shabaab in the capital during the Christmas period. Authorities have released a list of potential sites that may be targeted, including the Presbyterian Guest House and Conference Center, Our Lady Queen of Peace Catholic Church, Nairobi West Mall, Capital Centre Mall, Garden City Mall, and T-Mall.

Heightened security measures, including increased patrols, roadblocks, and vehicle searches, are likely. Security force operations could result in localized ground travel and business disruptions.

Context

Al-Shabaab has carried out attacks during the Christmas and New Years' periods in the past, particularly in the northeast. Lamu and Mombasa are particularly vulnerable given the number of gatherings by locals and foreigners. The threat extends to Nairobi; however, there have been no major attacks in the city since the 2019 attack against the Dusit D2 hotel.

As of early December, heavily armed officers remain deployed across the capital, notably around key government offices, luxury hotels, commercial buildings, and shopping centers, following multiple terror warnings since January 2022.
