Portugal: Adverse weather forecast across much of the country through at least Dec. 20

Heavy rainfall is forecast across much of Portugal through at least Dec. 20. Flooding and associated disruptions possible.

Event

A weather front is forecast to bring heavy rainfall across much of Portugal through at least Dec. 20, as well as strong winds, and rough seas to some areas. The heavy rainfall could be accompanied by thunderstorm activity, including lightning and possible hail. The National Emergency and Civil Protection Authority (ANEC) has warned that the heavy downpours could trigger flooding similar to that witnessed in Lisbon and surrounding areas Dec. 13, which inundated roads and buildings in affected areas.

As of Dec. 19, the Portuguese Institute of Meteorology (IPMA) has issued the following weather warnings across Portugal:

  • Orange heavy rainfall warnings (the middle level on a four-tier scale): Aveiro, Braga, Castelo Branco, Coimbra, Leiria, Lisbon, Porto, Santarem, Setubal, Viana do Castelo, Vila Real, and Viseu districts for varying periods late Dec. 19-early Dec. 20.

  • Yellow heavy rainfall warnings: over much of mainland Portugal for varying periods Dec. 19-20, as well as mountainous and southern coastal regions of Madeira Dec. 19.

  • Yellow strong wind warnings: Aveiro, Braga, Porto, and Viana do Castelo districts Dec. 19.

  • Yellow rough sea warnings: Aveiro, Beja, Braga, Coimbra, Faro, Leiria, Lisbon, Porto, Setubal, and Viana do Castelo districts Dec. 19-early Dec. 20, as well as coastal regions of Madeira Dec. 19.

Officials could update and possibly extend the coverage of weather alerts over the coming days.

Hazardous Conditions
Sustained heavy rainfall could trigger flooding in low-lying communities near rivers, streams, and creeks. Urban flooding is also possible in developed areas with easily overwhelmed stormwater drainage systems. Sites located downstream from large reservoirs or rivers may be subject to flash flooding after relatively short periods of intense rainfall. Landslides are possible in hilly or mountainous areas, especially where the soil has become saturated by heavy rainfall.

Authorities could issue mandatory evacuation orders for flood-prone communities over the coming days. Disruptions to electricity and telecommunications services are possible where significant flooding or landslides impact utility networks.

Transport
Floodwaters and debris flows may render some bridges or roadways impassable, impacting overland travel in and around affected areas. Ponding on road surfaces could cause hazardous driving conditions on regional highways. Authorities could temporarily close some low-lying routes that become inundated by floodwaters.

Severe weather could also trigger flight delays and cancellations at regional airports. Authorities may temporarily suspend port operations or close beach fronts in coastal regions if strong winds trigger hazardous sea conditions.

Localized business disruptions may occur in low-lying areas; some businesses might not operate at full capacity because of flood damage to facilities, possible evacuations, and some employees' inability to reach work sites.

Advice

Monitor local media for weather updates and related advisories. Confirm all transport reservations and business appointments before travel. Make allowances for localized travel delays and potential supply chain disruptions where flooding has been forecast. Do not drive on flooded roads. Charge battery-powered devices in the case of prolonged electricity outages.
