The Seoul Metropolitan Police Agency announced that various rallies would occur in downtown Seoul Dec. 17. Demonstrations will take place in front of DongHwa Dutyfree store in the afternoon. Some groups also intend to hold a protest march toward the Samgak area, Seoul Station, and Sungnyemun. Authorities did not specify a start time for the gatherings. Hundreds to thousands of people could participate in the events.

Police will likely deploy officers to monitor protests. Localized transport disruptions are probable near protest sites, especially if activists block and/or march along roadways; roadblocks are possible if significant rallies occur. Localized business disruptions could occur near gathering venues. Officials have advised residents to use public transport in downtown Seoul due to likely traffic congestion along various roads, such as Sejong-daero and Hangang-daero. Violence is unlikely, though minor skirmishes between police and protesters cannot be ruled out, especially if participants attempt to gather in unauthorized areas or attempt to breach security cordons.
