Uganda: Increased security measures likely nationwide through at least early January /update 2
Heightened security is likely nationwide in Uganda through at least early January amid an increase in attacks against security personnel.
Event
Heightened security measures are likely around security installations nationwide through at least early January amid an increase in attacks targeting these sites and security personnel. The latest incident occurred in Kyabadazza, Butambala District, late Dec. 9, when unknown gunmen attacked a police station and released an unspecified number of detainees; two civilians were also killed during the attack. In addition, the following incidents have been reported in recent months:
Nov. 27: Assailants attacked a patrol in Kapeeka, Nakaseke District, and killed an Uganda People's Defence Force (UPDF) soldier; two assailants were also killed.
Nov. 17-18: UPDF confirmed that unidentified assailants killed a soldier posted at the Gadaffi barracks in Jinja and stole weapons as they fled.
Nov. 13-14: Unknown assailants riding a motorcycle opened fire against a police post in the Kyanja area of Kampala; no casualties were reported.
Oct. 31: Unidentified assailants attacked a police station in Busika, Luweero District, killing two officers; they also stole weapons.
July 26: An attack against a police checkpoint along the Kampala-Gulu highway near Luwero city left one officer dead; weapons were also stolen.
An increased security presence and related measures could cause localized transport disruptions, notably in the vicinity of the abovementioned areas. Security forces may increase random searches of vehicles and personnel. Further such attacks cannot be ruled out.
Context
The exact motive for the attacks and whether they are related remain unclear. Officials claimed that the violence might have a political purpose. So far, security forces have arrested three individuals and recovered three guns and ammunition in relation to the attacks.
Advice
Plan for an increased security presence over the near term. If possible, avoid military and police installations, checkpoints, and other sensitive areas with a substantial security presence. Remain courteous and cooperative if approached and questioned by security personnel.
