As of Jan. 10 security forces are carrying out search-and-rescue operations following the kidnapping of 32 people from Tom Ikimi train station in Igueben Local Government Area (LGA), Edo State, Jan. 7. Security forces announced so far that they arrested three suspects and rescued six victims; one additional victim also escaped. While the exact identity of the assailants remains unclear, police forces suspect armed herdsmen. The incident appears financially motivated; kidnappers reportedly asked for an N20 million ransom for each victim. The Edo State Governor has vowed to release the remaining victims.

Localized transport disruptions are likely in areas subject to search-and-rescue operations; security forces may establish checkpoints and roadblocks, and carry out searches of vehicles. Clashes involving kidnappers and security forces cannot be ruled out.

Context

There is a high threat of kidnapping across all states in Nigeria. Both locals and foreign nationals are regularly targeted in such incidents. Most kidnappings in Nigeria are financially motivated and conducted by criminal groups of varying levels of sophistication. Militant and/or extremist groups also conduct kidnappings that may be ideologically or financially motivated. Non-traditional kidnapping variants, such as express kidnapping and short-term extortion, frequently occur in urban centers.
