Increased security is likely in Dakar through at least Feb. 2 when a high-profile court hearing involving opposition leader Ousmane Sonko is slated to take place. Security will be particularly tight in the immediate vicinity of the courthouse complex (Palais de Justice) where the case will be heard. Authorities have recently completed the installation of a new electronic security system, including electrified barbed wire, to prevent breaches of the complex's perimeter. During previous court sessions concerning the Sonko case, an increased police presence and multiple security cordons were deployed in the area.

While several groups and opposition figures have called for protests at the courthouse complex and elsewhere across Senegal on Feb. 2, it remains unclear how many gatherings will actually materialize and what numbers of participants they may draw. Other than the courthouse in Dakar, organizers have not announced any specific demonstration locations or times.

Security forces will almost certainly deploy to any large gatherings that occur. Localized traffic disruptions are likely near demonstrations. Clashes between demonstrators and police are possible, especially if activists fail to heed orders to disperse. Acts of looting and vandalism cannot be ruled out.

Context

Ousmane Sonko, the head of the African Patriots of Senegal for Work, Ethics and Fraternity (PASTEF) party, has faced a number of criminal charges which he claims are "plots" orchestrated by President Macky Sall to sideline the political opposition. His legal and political challenges have previously prompted deadly violence in Senegal, with security forces deploying robust security measures, including the use of tear gas. His arrest and indictment in March 2021 on rape charges triggered riots, vandalism, and looting that left around a dozen people dead. Moreover, clashes broke out in June 2022 after authorities invalidated his party's candidate list for the July legislative elections; that unrest resulted in several deaths.

Leave the area at the first sign of any security disturbance and take shelter in a secure, nongovernmental building. Monitor local media for updated information.
