Senegal: Heightened security likely in Dakar during April 2 presidential inauguration /update 16

Heightened security likely in Dakar, Senegal, during April 2 presidential inauguration. Gatherings possible.

Warning

Heightened security is likely across Dakar on April 2 during the presidential inauguration of President-elect Bassirou Diomaye Faye slated to take place at the Abdou Diouf International Conference Centre (Centre International de Conferences Abdou Diouf, CICAD) in Diamniadio. The event is scheduled to start at 11:00. The polls took place on March 24, with opposition candidate Bassirou Diomaye Faye defeating former Prime Minister Amadou Ba with a sufficient margin to avoid a second-round runoff. Spontaneous celebratory gatherings reportedly occurred in the streets of Dakar following the March 25 announcement of Faye's victory.

Although the inauguration itself will likely pass off peacefully, heightened security measures will likely be implemented in the vicinity of the CICAD facility. Localized transport and business disruptions are likely. Police could be quick to use force to disperse any disruptive gatherings that may materialize.

Plan for extra travel time if traveling near the CICAD facility on April 2. Avoid any demonstrations that may materialize. If clashes break out, leave the area immediately and take shelter in a secure, nongovernmental building. Heed the instructions of local authorities. Remain cooperative if approached and questioned by security personnel.
