As of Feb. 17, officials have prohibited motorbikes 21:00-06:00 in Materi municipality and parts of Cobly municipality, Atacora Department, citing the threat of militancy. Affected locations in Cobly include Pentenga, Goure-Potal, Tokidi, Datori, Anakade, and Ouyerihoun. The measure remains in force until further notice.

Security forces will likely maintain a presence to enforce the measure. Related protests remain possible.

Context

There is an elevated militancy threat in parts of northern Atakora and Alibori departments bordering Burkina Faso, while criminal activities and related violence orchestrated by armed bandits are also a concern. The Islamic State (IS) militant group announced Sept. 15 that its Sahel Province (ISSP) affiliate carried out two attacks in Alibori Department, July 1 and 2, while an attack was also reported in the northern Kpendjal Prefecture of Togo bordering Cobly and Materi Feb. 10.

Exercise vigilance in northern Benin. Adhere to the recent directive. Plan for increased security patrols and movement disruptions in the affected area. Remain courteous and cooperative if approached and questioned by security personnel. Do not discuss plans and routes publicly. Maintain contact with diplomatic representations. Avoid all protests.
