Security forces will likely maintain a heightened security presence in Dakar and other locations nationwide through at least March 20 following a series of violent demonstrations. Opposition activists associated with the African Patriots of Senegal for Work, Ethics and Fraternity (PASTEF) and the Yewwi Askan Wi (Liberate the People) coalition staged several protests resulting in significant disruptions in recent days. As of March 16, acts of vandalism, as well as clashes between demonstrators and police, were reported in several locations across Dakar, including Cite Keur Gorgui, Mermoz, the courthouse complex (Palais de Justice), Parcelles Assainies, Medina, SICAP, Keur Massar, Pikine, between Ebbets Field and the University of Cheikh Anta Diop (UCAD), along VDN Avenue, and along the Rufisque-Dakar highway. Outside the nation's capital, related gatherings have taken place in Kaolack, Mbacke, Thies, Ziguinchor, and Bignona.

Security forces will almost certainly deploy to any large gatherings that occur. Further clashes between demonstrators and police are possible, especially if activists fail to heed orders to disperse. Acts of looting, vandalism, and arson cannot be ruled out. Protests may occur in other areas of Dakar and other major urban areas nationwide with little warning.

Context

The purpose of the protest campaign is to demand the release of alleged political prisoners and show support for Ousmane Sonko, the head of the African Patriots of Senegal for Work, Ethics and Fraternity (PASTEF) party, among other things. Sonko has faced a number of criminal charges which he claims are "plots" orchestrated by President Macky Sall to sideline the political opposition. His legal and political challenges have previously prompted deadly violence in Senegal, with security forces deploying robust security measures, including the use of tear gas. His arrest and indictment in March 2021 on rape charges triggered riots, vandalism, and looting that left around a dozen people dead. Moreover, clashes broke out in June 2022 after authorities invalidated his party's candidate list for the July legislative elections; that unrest resulted in several deaths. Sonko's trial has repeatedly been delayed by the court and is currently slated for March 30.

Avoid all demonstrations due to the potential for violence. Plan for traffic disruptions and allow additional time to reach nearby destinations. Leave the area at the first sign of any security disturbance and take shelter in a secure, nongovernmental building. Avoid unnecessary travel in Dakar during times when unrest is occurring or anticipated. Monitor local media for updated information. Heed all official security and traffic advisories. Authorities could include movement restrictions, vehicle checks, or curfews.
