Officials deployed about 1,000 security personnel in early April in Bawku, Upper East Region. The deployment follows the death of one immigration officer in Bawku on April 3. The motive for the attack remains unclear; there have been no claims of responsibility yet. In addition, a curfew applies from 22:00-04:00 in Bawku.

In the coming weeks, an increased security presence will likely persist in Bawku and the surrounding area; security forces may establish checkpoints and search vehicles and people. Movement and business disruptions are likely in Bawku, particularly during curfew hours. Locals opposed to the curfew or the security presence could stage protests; police will likely move forcefully to disperse any gatherings that may materialize. Further violence is possible.

Context

The curfew, frequently amended, has been in effect for several years in Bawku due to insecurity and violence linked to longstanding communal grievances over a chieftaincy dispute; about 20 individuals have been killed between December 2022 and February due to renewed violence. In addition, groups aligned with Al-Qaeda and the Islamic State have intensified attacks in northern coastal West Africa, including Togo, Benin, and Cote d'Ivoire, in recent years. Concerns have consequently grown that such groups may soon attempt to take advantage of the rampant instability in Bawku. Officials had previously announced plans to deploy 5,000 personnel in the city in mid-February.
