Nigeria: Increased security in several localities nationwide during special elections scheduled April 15

Heightened security in multiple locations in Nigeria during special elections April 15; political gatherings and clashes possible.

The Nigeria Security and Civil Defence Corps (NSCDC) and the Economic and Financial Crime Commission (EFCC) will deploy heightened security measures in multiple locations in 23 states during the special elections scheduled for April 15. Disruptions to transport, businesses, and other services are almost certain on voting day. The Nigeria Police Force will restrict the movement of persons and non-accredited vehicles on election day from 00:01-18:00 in states holding special elections.

Special elections for governorship, senatorial, federal, and state constituency will be held in the following states:

  • Adamawa, Akwa Ibom, Anambra, Bayelsa, Ebonyi, Edo, Ekiti, Enugu, Imo, Jigawa, Kaduna, Kano, Kebbi, Kogi, Niger, Ogun, Oyo, Rivers, Sokoto, Taraba, Tatsina, Yobe, and Zamfara.

Increased security and political gatherings are possible through at least the end of the election cycle and the aftermath in the coming days. Likely gathering locations include main urban centers, notably near All Progressives Congress (APC) and other political party headquarters, Independent National Electoral Commission (INEC) offices, and government budlings. Clashes between supporters of rival political groups remain possible, particularly in urban areas. Other forms of election-related violence are possible, including targeted assassinations and abductions. Militant and criminal attacks targeting election-related sites and events are also possible during the election period. Officials may impose restrictive measures such as temporary curfews to prevent or in the event of significant unrest. Localized transport disruptions are possible.

Advice

Remain apprised of the political situation, avoid all public demonstrations and political gatherings as a precaution, and avoid discussing politically sensitive topics in public. Adhere to all instructions issued by the local authorities. If clashes break out nearby, take shelter in a safe, nongovernmental building. Exercise caution and refrain from nonessential activities in the affected localities across Nigeria on April 15.
