Timor-Leste: Parliamentary election to take place May 21

Parliamentary election to take place in Timor-Leste May 21. Tight security likely during campaign events, on voting day.

Warning

Event

Timor-Leste will hold a parliamentary election May 21, the fifth since its independence in 2002. The official campaign period will occur April 19-May 18, while authorities will tabulate the votes May 21-27. Candidates will likely stage rallies across the country; the largest events are likely in urban centers like Dili.

Authorities will maintain heightened security measures during the campaign period, election day, and voting tabulation period. The police will likely deploy additional personnel around rallies, the National Electoral Commission building, the Technical Secretariat for Electoral Administration, polling stations, and counting centers. Localized transport and business disruptions are probable due to the events and security protocols. While widespread unrest is unlikely, isolated and impromptu protests could occur during or after the election day, especially if voters suspect fraud or if security forces violently disperse any rally. Clashes between security forces and protesters or rival groups of supporters are possible.

Context

Major parties, including the incumbent Revolutionary Front for an Independent East Timor (Fretilin) and opposition National Congress for Timorese Reconstruction (CNRT), are expected to compete closely for the majority of the seats in parliament during the election. No parties have formed any pre-election coalitions, but CNRT is expected to win following a successful presidential campaign in 2022. The election will focus on key issues such as economic progress and development of the Greater Sunrise hydrocarbon field.

Advice

Avoid any election events, and exercise caution near election commission offices, polling stations, and counting centers. Seek updated information from local sources for updates on election events as organizers may not announce details in advance. Use alternative routes to avoid election-related events; allow additional time to reach destinations. If any violence erupts nearby, immediately depart the area and seek shelter at a non-governmental building. Always carry valid travel documents and heed authorities' instructions; maintain a non-confrontational stance if stopped by officials for checks. Heed all official security and transport advisories. Confirm all appointments May 21.
