Mexico: Clashes between security forces and armed civilians near Cienega de Flores, Nuevo Leon State, results in casualties May 29

Event

An armed confrontation between the Civil Force (Fuerza Civil) and armed individuals occurred near Cienega de Flores, on Highway 85 between Monterrey and Nuevo Laredo, the afternoon of May 29. The Civil Force was conducting surveillance patrols on the highway when the suspects opened fire on them from three armored vehicles. The Civil Force, with support from other security forces, repelled the attack and seized a large number of weapons. The incident caused Highway 85 to be temporarily closed. Approximately 10 of the armed civilians died in the incident, while four police personnel were injured. Though unconfirmed, the assailants were likely members of a drug trafficking organization (DTO).

Further security operations and clashes involving DTOs are possible. Transit and business disruptions are possible.

Cienega de Flores is approximately 28 km (18 miles) north-northeast of Monterrey.

Context

Mexico has experienced heightened criminal violence in recent months; much of this involves the activities of DTOs. Large armed clashes may occur between rival DTOs or between individual DTOs and security forces; disruptions to highways and city streets are common in these clashes. DTOs also often carry out kidnappings and extortion.
