Demonstrations and increased security are likely nationwide across Senegal through at least early June amid the controversial high-profile court ruling anticipated to occur on June 1 of opposition leader Ousmane Sonko. Sonko, head of the African Patriots of Senegal for Work, Ethics and Fraternity (PASTEF) party, is accused of raping an employee of a beauty salon; he has claimed that the case is a "plot" orchestrated by President Macky Sall to sideline the political opposition. If found guilty, Sonko faces up to 10 years imprisonment and will be barred as a presidential candidate.

As of May 31, clashes between youths and security forces were reported near the Cheikh Anta Diop University in Dakar (UCAD). The French Ministry of Foreign Affairs has warned its citizens abroad of calls for demonstrations from 15:00 May 31 from Liberty 6 traffic circle to Keur Gorgui City in Dakar and Saint Louis. The US Embassy issued an advisory noting ongoing protests in Dakar; demonstrations are expected throughout the week. Despite a ban on protest activity by the authorities in Dakar, opposition activists may further stage protests with little warning in the coming days. Following Sonko's home confinement, the embattled activist has called upon his supporters to protest en masse. Tight security has been reported near Sonko's residence in Keur Gorgui.

Heightened security and disruptions to transport and business are likely near protest sites. Further clashes between protesters and security forces are possible, especially if activists fail to heed authorities' orders to disperse. Acts of looting and vandalism, including arson, cannot be ruled out. Protesters may stage spontaneous gatherings in major urban areas with little warning. Authorities in Dakar may suspend public transportation on the Dakar Demm Dikk bus services with little notice. Additional rallies are likely over the coming days.

Context

Ousmane Sonko's legal and political challenges previously prompted deadly violence in Senegal, with security forces deploying robust security measures, including the use of tear gas. Sonko received a six-month suspended prison sentence and a fine for his alleged defamation of Tourism Minister Mame Mbaye Niang on May 8 which prompted protests and clashes. His arrest and indictment on rape charges in March 2021 triggered riots, vandalism, and looting that left around a dozen people dead. Moreover, clashes broke out in June 2022 after authorities invalidated his party's candidate list for the July legislative elections, and the unrest resulted in several deaths.

Avoid all demonstrations due to the potential for violence. Refrain from unnecessary travel in areas where unrest is occurring or scheduled. If travel is necessary in areas where protest activity is occurring, plan for transport disruptions and allow for additional time to reach nearby destinations.
