Senegal: Protests likely nationwide ahead of a high-profile court hearing May 23; planned protest slated May 19

Demonstrations likely across Senegal ahead of a high-profile court hearing May 23; planned protest slated May 19. Increased security likely.

Warning

Event

Protest activity is likely in major cities across Senegal following the controversial high-profile court hearings involving opposition leader Ousmane Sonko; a planned protest is slated for May 19. The Dakar High Court announced the trial was postponed from May 16 to May 23. Sonko, head of the African Patriots of Senegal for Work, Ethics and Fraternity (PASTEF) party, is accused of raping an employee of a beauty salon; he has claimed that the case is a "plot" orchestrated by President Macky Sall to sideline the political opposition.

Activists associated with the Yewwi Askan Wi coalition announced plans for a nationwide demonstration on May 19 following the appeals court ruling against Sonko. Sonko received a six-month suspended prison sentence and a fine for his alleged defamation of Tourism Minister Mame Mbaye Niang. Opposition leaders did not immediately confirm a starting time or location. It remains unclear how many participants the gatherings may draw. Additional rallies are likely over the coming days.

Heightened security and disruptions to transport and business are likely near protest sites. Further clashes between protesters and security forces are possible, especially if activists fail to heed authorities' orders to disperse. Acts of looting and vandalism, including arson, cannot be ruled out. Protesters may stage spontaneous gatherings in major urban areas with little warning.

Context

Ousmane Sonko's legal and political challenges previously prompted deadly violence in Senegal, with security forces deploying robust security measures, including the use of tear gas. His arrest and indictment on rape charges in March 2021 triggered riots, vandalism, and looting that left around a dozen people dead. Moreover, clashes broke out in June 2022 after authorities invalidated his party's candidate list for the July legislative elections, and the unrest resulted in several deaths.

Advice

Avoid all demonstrations due to the potential for violence. Refrain from unnecessary travel in areas where unrest is occurring or scheduled. If travel is necessary in areas where protest activity is occurring, plan for transport disruptions and allow for additional time to reach nearby destinations. If clashes break out, leave the area and take shelter in a secure, nongovernmental building. Monitor local media for updated information. Heed all official security and traffic advisories.
