CAR: Protests possible nationwide in lead-up to constitutional referendum slated for July 30

Activists affiliated with the opposition coalition Bloc republicain pour la defense de la constitution (BDRC, Republican Bloc for the Defense of the Constitution) will likely continue their ongoing campaign of protests across the Central African Republic through at least the end of July. The purpose of the action is to oppose a July 30 referendum on a new constitution; should it pass, the new body of laws would, among other things, remove existing presidential term limits and allow incumbent President Faustin-Archange Touadera to run for a third term in office.

Heightened security and disruptions to transport and business are likely near any protests that materialize. Such gatherings may occur with little to no warning; activists will probably move forward with planned demonstrations in defiance of any prohibitions on protest activity that authorities may issue. Pro-Touadera supporters could stage counter-protests and rallies in support of the referendum vote. Clashes between protesters and security forces are possible, especially if activists fail to heed authorities' orders to disperse; security forces may quickly resort to crowd-control measures to forcibly disperse any demonstrations that materialize. Travel restrictions may be imposed.

Avoid all demonstrations due to the potential for violence. Refrain from unnecessary travel in areas where unrest is occurring. If travel is necessary in such locations, plan for transport disruptions and allow for additional time to reach nearby destinations. Leave the area at the first sign of any security disturbance and take shelter in a secure, nongovernmental building. Heed all official security and traffic advisories.
