Authorities have reimposed a mobile internet service suspension across Manipur State through 19:45 Oct. 1 amid tensions between various communities since May 3. Officials have previously implemented several restrictions, including curfews, in several areas; as of Sept. 26, it remained immediately unclear which locations continue to be impacted by such measures. Emergency services remain generally exempt from any curfews. The government may further extend the duration or expand the existing measures to encompass additional areas as a precaution or if significant violence occurs. The ongoing violence has primarily affected Bishnupur, Churachandpur, Imphal East, Imphal West, Jiribam, Kakching, Kangpokpi, Pherzawl, Tengnoupal, and Thoubal districts.

Demonstrations of varying types have materialized regularly in recent weeks, primarily over demands to detain individuals involved in clashes and protect community member rights. Although activists have not immediately announced plans for further gatherings, potential rally sites include residences of local politicians, security installations, as well as prominent government buildings, public squares, and thoroughfares. Activists typically hold national highway blockades and shutdown strikes. Highway blockades typically limit the distribution of essential items, such as fuel and food supplies, to Manipur State, especially to and from Imphal Valley. Officials previously used aerial routes and army convoys to circumvent potential disruptions to essential item deliveries.

Officials have deployed nearly 40,000 security personnel across the state. Police may conduct mass arrests and use force, including rubber bullets, live ammunition, batons, and tear gas, to disperse any demonstrations that materialize. Minor bombings, acts of intimidation, attacks, arson, and vandalism targeting rival groups, security personnel, politicians, and government buildings cannot be ruled out. Previous high-profile attacks have targeted the residences, offices, and vehicles of political leaders and security officials. Associated localized transport and business disruptions are likely.

Context

On May 3, significant clashes first broke out in Churachandpur District during a rally by the All Tribal Students' Union of Manipur (ATSUM) as a part of statewide demonstrations denouncing the government's proposal to award the nontribal Meitei group - that has a majority in the state - the Scheduled Tribes (ST) designation. The ST designation provides political, educational, and employment privileges. The ongoing violence has left over 160 people dead, tens of thousands of civilians impacted, and at least 2,000 residences damaged.
