India: Demonstrations likely to continue across Maharashtra State through at least mid-September /update 1

Rallies are likely to persist in Maharashtra State through at least mid-September after violent protests denouncing the recent clashes in Jalna district broke out on Sept. 4; activists also demand several concessions, including expanded legal rights for Maratha community members and the resignation of several state officials. On Sept. 1, clashes erupted amid a rally in Jalna's Antarwali Sarathi area when police used baton charges and reportedly fired live ammunition in the air as activists allegedly pelted stones at law enforcement officials; the incident left at least a dozen people wounded.

Elsewhere in Maharashtra, demonstrations of varying types have occurred in several parts of the state, including Mumbai and Pune, since early September. As of Sept. 4, the unrest has caused associated transport disruptions in various areas, notably along some National Highway (NH) 65sections in Pune and Solapur. Public transportation services, including several bus and train operations, have also faced sporadic disruptions in some regions; in Pune, the Maharashtra State Road Transport Corporation (MSRTC) canceled over 600 bus services. Localized business disruptions have occurred in Baramati, Pune district, due to a shutdown strike on Sept. 4. Larger demonstrations have attracted thousands of participants. Additionally, reports indicate activists have committed vandalism by targeting motor vehicles in some areas.

Additional diverse rallies are sure to occur in Maharashtra over the coming days. Potential rally sites include prominent government buildings, public squares, and thoroughfares. In Mumbai, activists could gather near the residences and offices of the chief minister and deputy ministers. Participation will probably vary by locale and sponsoring group, with larger gatherings likely attracting thousands of attendees.

Authorities are likely to maintain an increased security presence in Jalna District, Aurangabad Division, and other parts of the state as a precaution. Officials will almost certainly monitor any such gathering that materializes. Security personnel may implement enhanced measures, including temporary public movement and telecommunication restrictions, depending on the severity of the perceived threat. The government may also expand these measures to encompass additional areas outside of Jalna District if the unrest persists. Additional clashes between police and activists cannot be ruled out. Further associated localized transport and business disruptions are likely.
