Kurmi activists affiliated with several organizations threatened to commence an indefinite rail blockade campaign in Assam, Jharkhand, Odisha, and West Bengal states from Sept. 20. The purpose of the action is to demand several concessions, including the inclusion of the community under the Scheduled Tribes (ST) scheme. As a part of their action, demonstrators plan to disrupt rail traffic at various undisclosed locations. As of Sept. 19, organizers will reportedly hold their initial blockades at several railway stations, including Muri, Ghaghra, Gomoh, and Neemdih, Jharkhand; Kastor and Khemasuli, West Bengal; Baripada, Dhanpur, Harichandanpur, Jaraikela, and Manoharpur, Odisha. Activists have also purportedly planned similar actions at undisclosed locations in Assam.

Additional gatherings of varying types may occur at urban centers, including other transportation hubs, government buildings, public squares, and thoroughfares. Activists may also expand their campaign to encompass other states if their demands remain unmet. The participation rate will vary by locale, with well-attended gatherings possibly attracting hundreds of attendees.

The protest campaign will probably cause related rail service disruptions to and from the affected eastern states to other neighboring states. Increased demand for alternative forms of transportation is possible. Associated localized business disruptions and time-sensitive shipment delays are possible. Authorities will almost certainly monitor any such rallies and may move to disperse overly disruptive crowds. Clashes between police and activists cannot be ruled out.

Context

The Kurmi community is an agrarian caste primarily found in the northern states, known for their involvement in farming and agriculture-related activities. Kurmi community members have organized sporadic rail blockade programs as a part of their ongoing protest campaign to address several grievances related to land rights, agricultural policies, and socio-economic issues. Previous rail blockades have caused significant related shipping delays and transportation disruptions.
