Liberia's Unity Party plans to hold a political rally at the Antoinette Tubman Stadium (ATS) in Monrovia beginning at 09:00 Sept. 17. The purpose of the rally, dubbed the "Pre-Victory March," is to support opposition candidate and former Vice President Joseph Boakai in the upcoming Oct. 10 presidential election. Organizers expect the event to draw several thousand participants; related gatherings are possible nationwide.

A heightened security presence and localized traffic disruptions are almost certain near the rally venue and in the vicinity of any related events that may materialize. Traffic disruptions are particularly likely in the metropolitan areas of Mamba Point, Central Monrovia, and Sinkor. Counter-protests by rival political groups are possible. While widespread violence is unlikely, isolated scuffles between police, rally attendees, and counter-protesters cannot be ruled out.

Avoid all protests and rallies as a standard precaution to mitigate associated disruptions. Plan for road travel delays near the rally venue and surrounding metropolitan areas. Heed instructions from the security forces. If clashes occur, leave the area immediately and seek shelter at a nongovernmental building.
