Pakistan: Authorities likely to maintain increased security in Gilgit-Baltistan through at least early September due to ongoing protests

Tight security likely across Gilgit-Baltistan, Pakistan, through at least early September in response to ongoing protests.

Warning

Event

Authorities will likely maintain an enhanced security posture in Gilgit-Baltistan through at least early September amid an ongoing series of protests. Since Aug. 31, hundreds of thousands of activists have gathered in several parts of Diamer and Skardu after at least one local religious leader was detained for allegedly violating the country's blasphemy laws. Isolated clashes have reportedly occurred between demonstrators and Pakistani security forces. The demonstrations have also prompted localized transport disruptions, including along parts of the Karakoram Highway. Officials have indefinitely prohibited public gatherings involving five or more people and suspended mobile internet services across Gilgit-Baltistan. Additionally, the British High Commission, Canadian High Commission, and US Embassy have all issued updated travel advisories warning their citizens to exercise increased caution in the region due to the unrest. The Government of Gilgit-Baltistan has stated the situation in the region is peaceful, and roadways, educational institutions, and business operations remain open.

Related demonstrations of varying types are possible despite the public gathering restrictions in effect. Activists could assemble at government buildings, police stations, and in public squares, or along major thoroughfares. The government has deployed military personnel to the impacted region as a precaution. As a precaution, officials will almost certainly monitor any such gatherings that materialize. Authorities may further tighten security measures, including imposing curfews, depending on the severity of the perceived threat. Security personnel may also expand these measures to encompass additional areas if the protest activity spreads to any surrounding regions. While the demonstrations have largely remained peaceful, additional isolated clashes between police and activists cannot be ruled out. Further localized transport disruptions are likely. Associated business disruptions are possible.

Advice

Exercise increased caution if operating in the impacted regions of Gilgit-Baltistan and some surrounding areas. Keep away from concentrations of security personnel. Depart the area at the first sign of any security disturbance. Avoid all demonstrations. Confirm business appointments, transport reservations, deliveries, and road status. Do not check out of accommodations before confirming onward travel. Carry proper identification documents to present at security checks. Plan for possible business disruptions. Heed all official transport and security advisories.
