Pakistan: Protests and strike action in Balochistan Province likely to continue through end of September

Political parties such as Haq Do Tehreek (HDT) and the Balochistan National Party (BNP), as well as business organisations and civic groups, will likely continue their ongoing campaign of protests in Balochistan Province, through at least September. The purpose of the action is to demand the government reverse a ban on trade activities at the Pakistan-Iran border areas. Activists have reportedly been staging rallies across Balochistan Province since at least Sept. 17. The BNP has called for a shutdown strike in the Makran region on Sept. 21.

Further demonstrations of varying types, including localized shutdown strikes, street marches, sit-in demonstrations, and blockades, are possible over the coming weeks. Typical rally sites include port access roads, airports, highways, and arterial roads, as well as construction sites, government buildings, press clubs, markets, public squares, and main thoroughfares. The HDT also has a history of targeting China-Pakistan Economic Corridor (CPEC) projects; hence, protests could also occur near Chinese-owned facilities. Previous demonstrations over the same issues have attracted hundreds of thousands of participants.

Authorities will almost certainly monitor any rallies that materialize and may attempt to disperse overly disruptive crowds. Enhanced security measures, such as road closures or temporary restrictions on public movement, internet, and telecommunication services, cannot be ruled out. Clashes between activists and police are possible. Associated localized transport and business disruptions, as well as shipping delays, are possible.
