Senegal: Authorities ban demonstration planned in Dakar from 15:00, Sept. 22 /update 1

Activists plan rally at Place de la Nation in Dakar, Senegal, 15:00-19:00 Sept. 22, despite ban. Violence possible.

Warning

Event

Authorities have banned the planned civil society movement Forces vives du Senegal (F24), also known as the Collective for the Liberation of Political Prisoners (COLIDEP), from demonstrating at Place de la Nation (Place de l'Obelisque) in Dakar from 15:00-19:00 Sept. 22. The purpose of the gathering was to demand free and transparent elections. The protest could still move forward with the rally despite the interdict; it is unclear how many participants the gathering may draw.

Heightened security, as well as localized business and transport disruptions, are likely in Dakar in the coming hours. Additional forces will likely be deployed in the event of the staging of the protest. Clashes with security forces are possible, particularly if demonstrators become disruptive or ignore police orders to disperse. Violence among activists from opposing camps could occur if pro-government groups attempt to stage counter-demonstrations near the F24 event.

Advice

Avoid demonstrations due to possible clashes. Plan for localized transport disruptions and allow additional time to reach destinations. Leave the area at the first sign of any security disturbance and take shelter in a secure, nongovernmental building. Heed all official security and traffic advisories.
