Increased security measures and associated disruptions are almost certain to occur in parts of India during the annual Durga Puja Hindu religious celebrations slated to occur through at least Oct. 24. While celebrated in several areas of the country, the largest Durga Puja gatherings will most likely occur at various Hindu temples and other religious sites in New Delhi, as well as Assam, Odisha, Jharkhand, Tripura, and West Bengal states. Authorities have declared Oct. 23-24 as holidays in some states; government offices and most businesses will remain closed on those dates in areas observing the holidays. Additional official events may occur in some areas after Oct. 24.

Authorities are already maintaining an increased security presence in several regions, including New Delhi and parts of Odisha, Tripura, and West Bengal. In New Delhi, enhanced security patrols and deployments will impact prominent retail spaces and markets. In Kolkata, officials will maintain a heightened security posture at transportation hubs and run metro services for a longer duration. Officials will likely impose enhanced security measures, such as traffic advisories and temporary public movement restrictions, in some regions as a precaution. In Odisha, the government will restrict vehicular traffic on several thoroughfares to facilitate official events and processions 16:00-02:00 Oct. 20-24.

Although significant unrest is unlikely, violence may break out between religious groups during the holiday period. Hindu-Muslim confrontations are more likely to occur along procession routes that pass Muslim-majority areas. Localized clashes could also occur between worship groups affiliated with rival political parties, mainly in West Bengal State. Skirmishes are possible if police attempt to disperse unruly crowds. Increased opportunistic crime, such as theft, could take place at large gatherings. Stampedes due to overcrowding are also possible. Associated business and transport disruptions are likely.

Exercise caution near festival venues, places of worship, and other crowded event sites. If violence breaks out, depart the area immediately and seek shelter in a secure, nongovernmental building. Confirm all business and travel appointments. Exercise increased situational awareness due to the potential for increased levels of opportunistic crime during the festival period.
