Liberia: Authorities announce presidential runoff scheduled Nov. 14; protests remain likely nationwide. /update 2

Authorities announce presidential runoff to occur Nov. 14; protests remain likely nationwide across Liberia. Avoid all protests.

Warning

Event

Protests remain likely nationwide after the National Elections Commission (NEC) announced a presidential runoff scheduled for Nov. 14 following the general election held Oct. 10. The electoral campaign runs is underway through Nov. 12. Incumbent president George Weah (Congress for Democratic Change) garnered 43,83 percent of the votes and will face candidate Joseph Boakai (Unity Party) who came second with 43,44 percent. The NEC also announced a rerun at two polling stations in Nimba County Oct. 20 due to the theft and destruction of voting materials.

Overall the election day went peacefully despite some irregularities reported by international observers. Security concerns remain, however, due to violence that occurred ahead of the Oct. 10 election, including deadly clashes between rival supporters.

Likely gathering locations include main urban centers, typically near political parties. In Monrovia, the Sinkor neighborhood is a hotspot for protests. An increased security presence and road traffic and business disruptions are likely near all gatherings. Clashes with security forces, opposing rival activists, and other forms of electoral violence are possible during the election period. Officials may impose additional restrictive measures, such as temporary curfews, to prevent violence or in the event of significant unrest.

Advice

Remain apprised of the political situation and avoid discussing political topics in public. Allow extra time for travel amid the election period. Avoid political gatherings due to possible clashes and polling stations on election day. If violence occurs nearby, immediately leave the area and seek shelter at a safe nongovernment building. Adhere to all instructions issued by local authorities.
