Peruvian authorities broadened a state of emergency previously declared in portions of Lima and Piura Department in response to gang and organized crime-related activity Oct. 10. Under the new measures, Central Lima (Lima Cercado) and Lince District have been placed under a state of emergency through at least Dec. 9. The San Martin de Porres and San Juan de Lurigancho districts of Lima, as well as the Bellavista, Ignacio Escudero, Marcavelica, Miguel Checa, Salitral, Sullana, and Querecotillo districts of Piura Department, remain under a state of emergency through at least Nov. 17.

Under the state of emergency, certain constitutional rights are either restricted or suspended, including freedom of movement and assembly, as well as protections from warrantless searches and detentions. The decree also prohibits social events 00:01-04:00 and allows the armed forces to support the police in law-enforcement activities.

Police and military forces will likely deploy in the affected areas and may conduct searches of individuals and vehicles.

Advice

Maintain heightened vigilance if operating in the affected areas. Avoid any police or military operations as well as any large gatherings of security personnel. Heed authorities' instructions. Remain courteous and cooperative if stopped and questioned by law enforcement personnel.
