Protests are possible nationwide in the coming days, notably in the Wakiso District, following the arrest of opposition politician Robert Kyagulanyi (also known as Bobi Wine) early Oct. 5. Security forces arrested Kyagulanyi, head of the National Unity Platform (NUP) party, upon his arrival at Entebbe International Airport (EBB). NUP officials had called on supporters to gather at the airport and along the routes leading to Kyagulanyi's residence, including the Kampala-Entebbe Road, to celebrate his arrival. Police had warned NUP supporters not to participate in any illegal processions or gatherings and arrested at least seven supporters in the Entebbe area on Oct. 4.

Authorities will likely deploy to disperse any opposition demonstration that materializes nationwide. Such demonstrations are more likely to occur in the Entebbe and Kampala areas part of the Wakiso District, specifically in the northern part of the district where Kyagulanyi enjoys popular support. The potential for clashes with security forces is elevated; security forces are known to employ heavy-handed tactics. Clashes with rival activists are also possible. Localized transport and business disruptions are likely near all gatherings.

Advice

Avoid all gatherings and concentrations of security personnel as a precaution. If violence breaks out, immediately depart the area and seek shelter in a secure, nongovernmental building. Adhere to all instructions issued by local officials.
