India: Heightened security, associated disruptions certain to occur nationwide through at least Nov. 13 for annual Diwali religious holiday

Enhanced security measures and resultant business and transportation disruptions are certain across India through at least Nov. 13 due to the annual Hindu festival of Diwali. Although the national government has designated Nov. 12-13 as official public holidays, observance dates may vary somewhat by region. Millions of people traditionally participate in large gatherings, particularly at religious sites and public squares. As of Nov. 10, authorities have bolstered security nationwide as a precaution, mainly due to the persistent threat of militant attacks. The tightest security will be in and around regions like Chandigarh, the National Capital Territory of Delhi, Jammu and Kashmir, Punjab, Tamil Nadu, Uttar Pradesh, and West Bengal.

Security personnel typically oversee potential target locations, including religious structures, procession routes, transportation hubs, and densely populated areas such as retail spaces. Authorities are certain to augment checkpoints in multiple regions and could enhance security along the country's land and coastal borders. Such security arrangements are unlikely to impact multinational business interests unless militants stage any significant attacks. Although significant unrest is unlikely, violence may arise between different religious communities, particularly near minority strongholds. Isolated clashes and security incidents, including small-scale explosions and vandalism, could also occur between worship groups affiliated with rival political parties or if police disperse unruly crowds. Increased opportunistic crime, such as theft, could occur at large gatherings. Stampedes due to overcrowding are also possible.

Severe public transportation delays are likely, especially in urban centers where major religious processions occur. Officials have introduced additional train and bus services to alleviate congestion caused by the large numbers of people traveling to their hometowns for the holidays; re-routing of services is also likely during major festive processions through Nov. 13. Associated shipping delays and flight disruptions are possible.
