Montenegro: Adverse weather forecast nationwide through at least Nov. 29

Severe weather is forecast across Montenegro through at least Nov. 29. Moderate rainfall is forecast across northern and coastal regions Nov. 27 before moderate-to-heavy precipitation and strong winds spread across much of the country Nov. 28; showers and storms are forecast in central and coastal regions and a mix of rain, sleet, and snow is forecast in northern regions. Rainfall totals of more than 5 cm (2 inches) and winds gusting around 40-50 kph (25-31 mph) are expected across much of Montenegro Nov. 28. Conditions are expected to improve from early Nov. 29 in most areas. Heavy downpours may trigger flooding in low-lying areas and strong winds could cause property damage and power outages.

Montenegro's Institute for Hydrometeorology and Seismology (ZHMS) has issued yellow strong wind warnings for Central and Adriatic coastal regions Nov. 27 and the following weather warnings across the country Nov. 28:

• Orange heavy rainfall warnings (the highest level on a three-tier scale): Across Montenegro.

• Orange thunderstorm warnings: Central and Adriatic Coast regions.

• Orange strong wind warnings: Continental and Mountains and Adriatic Coast regions.

• Orange rough sea warnings: Adriatic Coast Region.

• Yellow strong wind warnings: Central Region.

Authorities will likely issue new alerts or update/rescind existing advisories as weather conditions change over the coming days.

Sustained heavy rainfall could trigger flooding in low-lying communities near rivers, streams, and creeks. Urban flooding is also possible in developed areas with easily overwhelmed stormwater drainage systems. Sites located downstream from large reservoirs or rivers may be subject to flash flooding after relatively short periods of intense rainfall. Landslides are possible in hilly or mountainous areas, especially where heavy rainfall has saturated the soil.

Authorities could issue mandatory evacuation orders for flood-prone communities over the coming days. Disruptions to electricity and telecommunications services are possible where significant flooding or landslides impact utility networks.

The severe weather could contribute to transport disruptions throughout the region. Traffic and commercial trucking delays might occur along regional highways. Flooding downpours could inundate some low-lying roads in areas with poor drainage. Strong winds might also pose a hazard to high-profile vehicles. Hazardous weather conditions might cause flight delays and cancellations at airports in affected areas. Authorities may temporarily suspend port operations or close beach fronts if strong winds trigger hazardous sea conditions.
