Pro-monarchy activists led by businessman Durga Prasai will likely stage further protests in Kathmandu through mid-December. Supporters are calling for the reinstatement of the monarchy and the establishment of Nepal as a Hindu state. Related demonstrations have occurred in Balkhu, Thimi, Tinkune, and Kalimati areas of Kathmandu since Nov. 23, with clashes reported between Prasai supporters and members of the youth wing of rival opposition Communist Party of Nepal (CPN-UML). Prasai was a former CPN-UML supporter but left the party because of allegations of financial misconduct by party members and disagreements over governance. Security forces have deployed tear gas, water cannons, and rubber bullets at demonstrators attempting to enter prohibited areas. Previous well-attended gatherings have drawn up to tens of thousands of participants.

Authorities are imposing prohibitory orders in parts of Kathmandu and have banned gatherings at several locations, including residences of government officials, the UN building, the National Human Rights Commission, and areas near significant establishments. However, protesters may defy gathering bans and stage demonstrations at these locations. Other possible gathering locations in Kathmandu include political party offices, government buildings, public squares, and along main thoroughfares and major intersections. Rival political groups, such as CPN-UML, may organize counterdemonstrations.

Authorities will likely deploy additional security personnel at potential protest sites in Kathmandu. Demonstrators will likely march along or block roadways, prompting localized transport disruptions. Associated localized business disruptions are likely. Further clashes with security forces, opposing rival activists, and other forms of violence cannot be ruled out. Security personnel may use force to disperse protests, including firing tear gas and using water cannons. Police may carry out mass arrests, which may lead to further retaliatory demonstrations.

Avoid gatherings due to possible violence. If clashes break out, leave the area immediately. Allow additional travel time near protests. Monitor trusted local media for updates on demonstrations as organizers may not announce them in advance. Heed all official instructions.
