Opposition activists plan to protest at the Presidency of the Assembly building (Martyrs of the Nation Boulevard/Bulevardi Deshmoret e Kombit) in Tirana from 11:30 Dec. 18. The purpose of the demonstration is to denounce efforts to prosecute former President Sali Berisha for alleged corruption. Berisha and political allies have called for participants to gather at the Presidency of the Assembly during a vote to remove Berisha's legal immunity. Law enforcement officers will implement heightened security in the area from the evening of Dec. 17. It is unknown how many people will attend.

Heightened security is likely in the demonstration area from the evening of Dec. 17 until the protest ends. Localized transport disruptions and clashes between protesters and law enforcement officers are likely. Protesters may also attempt to move to the Parliament of Albania.

Avoid the gathering as a standard precaution. If necessary, alter travel plans to avoid the area surrounding the Presidency of the Assembly building. Strictly heed all instructions from law enforcement officers. Immediately depart the area at the first sign that any security disturbance may occur.
