Authorities will deploy increased security in parts of Gujarat and Uttar Pradesh Dec. 17-18 to facilitate official visits to the two states by Prime Minister Narendra Modi. Early Dec. 17, Modi will inaugurate several development projects in Surat, Gujarat state, including a new terminal building at Surat International Airport (STV) and the Diamond Bourse trade center, before traveling to Varanasi in Uttar Pradesh later in the afternoon. In Varanasi, the prime minister will attend a rally at Cutting Memorial School ground and inaugurate an educational program at the Namo Ghat religious site. On Dec. 18, Modi will visit several locations in Uttar Pradesh, including the Swarved Mahamandir Dham meditation center and Sewapuri. The prime minister will also visit Ayodhya and Prayagraj.

Although authorities have not released the full details of the prime minister's itinerary, Modi's trip could include stops at other locations in both states. These may include brief visits to governors' residences (Raj Bhavan) or other prominent government buildings and cultural sites. While no group has as yet announced plans for such gatherings, activists could stage demonstrations at locations hosting the prime minister.

In Surat, the government will deploy at least 5,000 security personnel as a precaution and will probably enact enhanced restrictions, including vehicular checks. Similar measures will likely be in effect in other areas on Modi's itinerary. Flight disruptions could occur at STV and other airports where the prime minister departs and arrives. Associated localized business and ground transport disruptions are possible through the evening of Dec. 18.

Exercise caution in the affected areas. Confirm business appointments, road status, flight, and transport reservations through Dec. 18. As a precaution, avoid any demonstration that materializes. Depart the area at the first sign of any security disturbance. Plan for travel delays and possible business disruptions. Carry proper identification documents to present at security checks. Heed all official security and transport advisories.
