Netherlands: National terrorism threat level increased to significant as of Dec. 13

The Netherlands increases national terrorism threat level to 'substantial' as of Dec. 13. Heightened security likely.

The Netherlands' National Coordinator for Security and Counterterrorism (NCTV) has raised the country's terrorism threat level from three to four, the second-highest point on a five-tier system, as of Dec. 13. Level four indicates the terrorism threat level is 'substantial,' with the NCTV stating that there is a realistic possibility that an attack will take place in the Netherlands. The threat largely stems from jihadist-inspired individuals and small groups. Islamic State and Al-Qaeda have urged sympathizers to carry out attacks in Western countries in the wake of the Israel-Hamas conflict, as well as in response to the perceived desecration of the Quran in multiple European countries. Tensions related to the abovementioned events may also lead to violence targeting Jewish or Muslim institutions.

The NCTV notes that it is also monitoring the increased activities of various other groups of radicals, including those inspired by right-wing ideology, the anti-institutional movement, or the 'sovereign citizens' community.

Dutch security services are proficient and have recently thwarted plans to carry out attacks with jihadist motives. However, the threat remains heightened, and authorities will likely implement increased security measures around sensitive sites and potential targets, including government offices, police headquarters, airports, and transport hubs. Security personnel will be especially vigilant, which could result in an increase in security alerts in the near term, prompting short-notice business and transport disruptions in affected areas.

Anticipate possible disruption from heightened security measures and increased scrutiny from security services. Plan accordingly for short-term security-related disruptions, which could occur with little-to-no warning. If approached by security services personnel, remain calm and non-confrontational, and comply with their instructions. Report any suspicious behavior or objects to authorities. Carry proper identification documents at all times while in the Netherlands.
