Philippines: Jeepney operators holding nationwide strike through Dec. 29; protest in Manila Dec. 25 /update 1

Jeepney drivers in Philippines to strike through at least Dec. 29; protest in Manila Dec. 25. Localized disruptions, tight security likely.

Warning

Several transport groups, including Pinagkaisang Samahan ng mga Tsuper at Operators Nationwide (PISTON) and Samahang Manibela Mananakay at Nagkaisang Terminal ng Transportasyon (MANIBELA), will continue to strike across the Philippines through at least Dec. 29. Participants will also hold a protest march to Malacañang Palace Dec. 25. The action is to demand the rollback of the Public Utility Vehicle (PUV) Modernisation Program, including a Dec. 31-deadline for consolidation of PUVs into designated entities for phasing out to electronic vehicles. Reports indicate moderate strike participation, including in Metro Manila, Central Luzon, and Southern Tagalog regions. Organizers may prolong the strike until officials address their demands.

Alternative ground transport services, such as taxis and buses, reportedly face crowding and long wait times due to increased demand; the situation will likely worsen during the holiday period. Employees may experience difficulties in reaching workplaces, especially in urban centers. Some educational institutions have moved to online classes due to the strike; businesses have also adopted telecommuting measures during earlier prolonged strikes.

Additional unannounced solidarity protest campaigns, including marches and sit-ins, are likely nationwide, especially near transportation hubs, government buildings like the Land Transportation Franchising and Regulatory Board (LTFRB) and Department of Transportation offices, public squares, and major thoroughfares. Popular gathering spots in Metro Manila include Monumento Circle in Caloocan and the Alabang City and Pasig Palengke terminals. Authorities will likely monitor any gatherings and disperse overly disruptive crowds. Officials have also warned of action against attacks on non-participating jeepneys. Related demonstrations will probably pass peacefully, though minor isolated skirmishes between activists and police cannot be ruled out.

Confirm all mass transit schedules in advance. Seek alternative means of transport if necessary. Allow additional time to reach your destination if operating in affected regions. Confirm business appointments through at least Dec. 29. Monitor local media for updates on rallies and road conditions, as organizers may not announce demonstrations in advance. Avoid all protests as a standard security precaution. Heed all advice of security personnel.
