Peru: State of emergency implemented in northern border areas through at least March 9
Peru implements state of emergency in northern border areas through at least March 9 following unrest in Ecuador.
Following a wave of violent crime and unrest in Ecuador, Peruvian authorities have declared a state of emergency (SoE) in northern areas near the border between the two countries through at least March 9. The declaration applies to the following locations:
Tumbes Department: Zarumilla Province
Piura Department: Ayabaca, Huancabamba, and Sullana provinces
Cajamarca Department: San Ignacio Department
Amazonas Department: El Cenepa District
Loreto Department: Torres Causana District
Under the SoE, the armed forces may conduct law-enforcement operations. Some constitutional rights, including the rights to assembly and transit and the right to be free from warrantless arrests and searches, are suspended.
Peruvian police have deployed approximately 400 special operations units to the border, and additional security measures, including checkpoints and identification checks, are likely throughout the area. Transport disruptions are possible.
Allow additional time for journeys, especially if planning to cross the Ecuador-Peru border. Heed the instructions of security personnel.
